CPS ENERGY RELEASES RFP FOR CASA VERDE WEATHERIZATION PROGRAM

The new program creates greater access to local contractors for bidding opportunities.

FEBRUARY 16, 2023 (SAN ANTONIO) – CPS Energy, the largest municipally owned, electric and natural gas utility in the United States, formally launched a Request for Proposal (RFP) as the company seeks to embark on the next phase of the Casa Verde program. The initiative aims to support its customers with the highest energy burden by providing the free installation of energy efficiency upgrades.  Casa Verde is part of the utility’s new Sustainable Tomorrow Energy Plan (STEP), which includes energy savings programs and rebates to assist residential and business customers in saving energy and money, as well as reducing the overall demand for energy in the Greater San Antonio region.

CPS Energy seeks multiple prime contractors to fulfill the weatherization services for its Casa Verde customers.

In this new Casa Verde program, CPS Energy will provide overarching direction and support for the weatherization program and will oversee separate weatherization program services:

  • Customer Management includes customer intakes, answering customers’ questions, conducting outreach, verifying applicants’ qualifications, and assigning contractors.
  • Installation Services can include attic and wall insulation, caulking and sealing windows and doors, and other weatherization work.
  • Assessment and Inspection Services include accessing homes as Casa Verde candidates and inspecting completed work to meet standards.

“We are excited to have an opportunity to work with multiple vendors who will help us achieve our new goals,” said Senior Director of Equity Community Strategy and Engagement Jesse Hernandez. “With this new weatherization RFP, we look forward to expanding Casa Verde with re-imagined offerings. We encourage the small, local, and diverse business community to submit proposals.”

Over the course of the next five years, the new STEP goals are 410 MW of demand reduction, 1% energy savings per year, 1.85 million tons of avoided carbon, and the weatherization of 16,000 homes as part of Casa Verde. CPS Energy has already allocated $82.5 million to the weatherization of these homes.

The Casa Verde Weatherization proposals are due from interested respondents by 3 p.m. central standard time (CST), March 9, 2023, and need to be submitted within the CPS Energy Supplier Management System portal. Respondents must submit inquiries through the portal’s question-and-answer feature. All questions regarding this procurement must be submitted in writing, either through the online portal or to the Procurement Agent via email at [email protected].

First launched in 2009, CPS Energy’s  Save For Tomorrow Energy Plan (STEP) targets were to save 771 Megawatts (MW) by empowering customers to manage their energy through energy efficiency, weatherization, demand response, and the adoption of renewable energy.  This goal was achieved early and under budget in 2019, with 845 MW in energy savings.
